There are 23 Genma Notes, and one of them is not reachable on your first pass through the story. That catches almost everyone out.

If your counter says 22
The final note is obtained after the final boss, so a full set cannot be completed before the credits. If your counter is stuck at 22 going into the ending, nothing is missed.
The instinct at that point is to re-run earlier areas hunting for a pickup that is not there. Push the story to the end instead — the final Note becomes available afterwards, and the set closes then.
Notes and completion
Because the set cannot close early, the Notes are the collectible that decides when a completion run actually finishes. The 7 Oni Armaments can be wrapped up beforehand, so treat them as the earlier milestone when planning a platinum run.
